APG took the First Prize Award the planning department is a white colored exposed surfaced building, housing multiple functions, with the varying spaces expressed and integrated as one building form. Each space has been designed to have an individual identity, but linked with ease of accessibility from one area to another. A glass cubical form architectural element that domiciles the high management suites and is designed to articulate with the white concrete L - shaped block, which is the main body of the building accommodating the staff offices. Both forms are joined together as one form by the roof canopy, combined with the modular elevation treatment to provide unity and dignity that characterizes the new governmental building.:
